On February 14, a Chinese fishing vessel had trespassed about one nautical mile in Taiwan's Kinmen Island. A Taiwanese Coast Guard Administration (CGA) ship saw the case and pursued it.

During the attempted escape, the Chinese fishing boat capsized, killing two crew members. Beijing immediately condemned Taiwan. Taipei regretted the incident but believed it had acted correctly to protect sovereignty.
